In practice, this means the recipient must be able to quickly connect participants to safe shelter and essentials, support them through legal and immigration-related processes, coordinate healthcare and counseling, and help them move toward stable employment and self-sufficiency.
Funding is structured on a per-capita basis with clear caps and spending rules designed to keep the focus on direct client support. The total per-participant annual amount (including both administrative case management costs and direct participant expenses) may not exceed $6,000 for an individual participant, or $7,500 when the participant has eligible family member(s) living in the household. For subrecipients, administrative costs for case management services are capped at no more than 40% of the authorized per-capita amount, while at least 60% must be used for direct, actual participant expenses. These restrictions are meant to ensure that most dollars flow to concrete supports like housing, transportation, food, clothing, healthcare, legal help, and other immediate or recovery-oriented needs rather than overhead.
Eligibility for services is tightly defined around foreign national trafficking survivors and certain related household members. In addition, certain family members living in the household may receive assistance as part of the victim’s household, but they cannot enroll independently.
