To address those obligations, Reclamation and multiple partners entered into a Programmatic Agreement that includes Reclamation, the National Park Service (Western and Rocky Mountain regions), the Advisory Council on Historic Preservation, the Arizona State Historic Preservation Officer, and several tribes and tribal coalitions (including the Hualapai Tribe). That agreement, along with GCDAMP and the governing statutes, requires consultation with tribes in identifying, evaluating, and treating historic properties and traditional cultural places that could be affected by dam operations.

The core purpose of funding is to support the Hualapai Tribe's ongoing, structured involvement in GCDAMP so the Tribe can meaningfully participate in technical and policy discussions, provide culturally grounded input, and monitor places important to Hualapai heritage and traditional use within the affected area. The notice emphasizes that the Tribe has been engaged in identifying, evaluating, monitoring, and participating in the long-term management of historic properties, sacred areas, and traditional cultural-use locations connected to Hualapai interests in the Grand Canyon region. This participation is framed as essential for ensuring tribal values are present in program functions and for maintaining effective government-to-government consultation when federal actions may affect resources important to the Tribe.

The funded work is described through several task categories. First, the Tribe will assign representatives (and alternates) to the Adaptive Management Work Group (AMWG) and the Technical Work Group (TWG). AMWG typically meets twice per year (often August and February), with additional webinar meetings as needed, while TWG meets more frequently, about five to six times per year, with related meetings such as the Grand Canyon Monitoring and Research Center annual reporting meeting. The Tribe's representatives are expected to review meeting materials and products, participate in discussions, and contribute tribal perspectives. The Tribe will also act as a liaison between GCDAMP entities and tribal leadership and staff; take part in ad hoc groups that intersect with tribal concerns, such as cultural resources-focused groups; communicate tribal perspectives to Department of the Interior agencies and processes dealing with Grand Canyon cultural resources; and provide updates and recommendations on the condition and status of cultural resources to relevant GCDAMP bodies.

Second, the project includes conducting government-to-government consultations when needed, reflecting the federal trust and consultation responsibilities embedded in NHPA and the Grand Canyon Protection Act framework. Third, it funds annual monitoring of cultural resources in the Grand and Glen Canyons following tribal protocols, including participation in yearly river trips as part of field-based monitoring. Fourth, it supports the practical capacity needed for this participation, including supplies and equipment such as computers, printers, and office and field supplies.

On the federal side, Reclamation indicates it does not expect "substantial involvement" beyond typical grant stewardship. In practice, that means the Tribe is expected to carry out the work independently, while Reclamation's role is limited to standard oversight functions like monitoring performance and providing technical assistance if the recipient requests it.

The award is justified as a single-source (non-competitive) action under Department of the Interior policy because of the Tribe's "unique qualifications." The notice states that only the Hualapai Tribe can provide specific information about its religious and cultural values relevant to evaluating how dam operations and associated actions might affect cultural resources in the Grand and Glen Canyons.
