At the center of the opportunity is a five-day, in-person workshop in the Philippines for roughly 100 participants who are active content creators, journalists, or media literacy advocates. The workshop is designed to strengthen advanced, practical media literacy competencies tied to civic engagement, with a clear emphasis on helping participants become more responsible, informed, and effective communicators in the digital space. Proposed programming is expected to cover strategic and data-informed content ideation, ethical and responsible content creation, audience engagement techniques, methods for identifying and countering misinformation and disinformation, and the growing impact of AI on social media and online information ecosystems. In addition to core skills training, the program is also expected to address real-world creator needs through sessions on wellness and self-care, preventing and responding to copyright or digital theft, and providing tools that participants can use to promote media literacy among their peers and communities. The workshop should rely on a mix of Southeast Asian and U.S. expertise and prioritize hands-on, experiential learning rather than purely lecture-based sessions.

A major deliverable is not just the event itself, but the creation of a sustained regional network. The selected grantee is expected to set up and maintain a virtual community or platform that functions as a safe space for participants to share challenges, best practices, and collaboration opportunities after the workshop ends. The announcement also encourages proposals that include structured follow-on components, such as virtual collaborative projects, mentorship, and small seed grants that participants can compete for at the end of the workshop. These participant-led projects or campaigns should aim to expand media literacy efforts across borders and may be timed to coincide with International Youth Day in August 2025. The follow-on phase can also include a learning component that documents successes and obstacles and culminates in a practical toolkit of best practices for cross-border collaboration among digital creators.

The grant places strong requirements on monitoring, evaluation, and measurable learning outcomes. The proposal should also integrate YSEALI values throughout the program design, including leadership development, a "giving back" mindset, and strengthening a shared Southeast Asian or ASEAN identity grounded in common values and shared regional challenges. The workshop will be conducted in English, and all participants must be proficient in spoken and written English.

Operationally, the implementing partner takes on substantial logistics and recruitment responsibilities. The grantee must build an online application process and coordinate with the U.S. Embassy in the Philippines as well as U.S. embassies across the region to recruit and select participants representing all eligible countries. Participants must be citizens and residents of an ASEAN member country or Timor-Leste and are expected to be registered YSEALI members (either before applying or during the process). The cooperative agreement budget must cover the full cost of participation logistics, including international and domestic flights, visa costs, airport transfers, lodging, per diem, meals during the program, and insurance for participants and staff as needed.

The selected organization is also expected to produce comprehensive program materials and event branding deliverables. This includes developing syllabus or training materials, creating an event program with speaker and participant biographies, and designing print materials such as banners and backdrops. A digital engagement strategy is required as well, aimed both at participant engagement and broader social media audiences, and may include live video or live online engagement during the workshop. One explicit restriction is that the grantee should not create or launch a new event-specific website; domain, hosting, and website build costs will not be supported.

In terms of eligibility and funding specifics, this is a discretionary opportunity under CFDA 19.040, with an anticipated single award and a funding ceiling of $250,000. The opportunity is run by the U.S. Mission to the Philippines.
